Conjunction وَ (and)
۞ وَلَوْ (And if) starts with وَ, the most common Arabic word — it means "and".

۞ وَلَوْ (And if) introduces a condition — "if this happens, then that happens".
We translate it as "if" or "when".
Sahih International
And if they had intended to go forth, they would have prepared for it [some] preparation. But Allāh disliked their being sent, so He kept them back, and they were told, "Remain [behind] with those who remain."
