فَـَٔامِنُوا۟ (So believe) is a command — it's telling someone to do something.

We translate it as a direct command — "[Do this]!"

فَـَٔامِنُوا۟ (So believe) uses form IV (أَفْعَلَ) — the أ at the start makes it causative ("to make someone do something").
