Subjunctive verb
وَيُعَذِّبَ (And He (may) punish) is in the subjunctive mood — it comes after a particle like أن ("that") or لن ("will not"), which changes its ending.
We translate it as "to [verb]" or "that [someone] [verb]".
Verb form II — intensified
وَيُعَذِّبَ (And He (may) punish) uses form II (فَعَّلَ) — the middle letter is doubled, which makes the meaning stronger or causative.
The meaning is more intense than the basic form, or means "to make someone do [action]".
Conjunction وَ (and)
وَيُعَذِّبَ (And He (may) punish) starts with وَ, the most common Arabic word — it means "and".
We add "and" to connect this to what came before.

Sahih International

And [that] He may punish the hypocrite men and hypocrite women, and the polytheist men and polytheist women - those who assume about Allāh an assumption of evil nature. Upon them is a misfortune of evil nature; and Allāh has become angry with them and has cursed them and prepared for them Hell, and evil it is as a destination.
