Grammar Rules

Verb form IV — causative
سَنُلْقِى (We will cast) uses form IV (أَفْعَلَ) — the أ at the start makes it causative ("to make someone do something").
We translate it as "to make [someone] do" or "to cause [action]".
Future سَ (will)
سَنُلْقِى (We will cast) starts with سَ, which turns a present tense verb into future tense.
We add "will" — the action hasn't happened yet.

Sahih International

We will cast terror into the hearts of those who disbelieve for what they have associated with Allāh of which He had not sent down [any] authority. And their refuge will be the Fire, and wretched is the residence of the wrongdoers.
