Conjunction وَ (and)
وَلَوِ (But if) starts with وَ, the most common Arabic word — it means "and".
We add "and" to connect this to what came before.
Conditional (if/when)
وَلَوِ (But if) introduces a condition — "if this happens, then that happens".
We translate it as "if" or "when".
Sahih International
But if the Truth [i.e., Allāh] had followed their inclinations, the heavens and the earth and whoever is in them would have been ruined. Rather, We have brought them their message, but they, from their message, are turning away.
