وَءَاتَيْنَـٰهُ (And We gave him) is a past tense verb — the action already happened and is complete.

وَءَاتَيْنَـٰهُ (And We gave him) uses form IV (أَفْعَلَ) — the أ at the start makes it causative ("to make someone do something").
